Jakarta, IO – Administrative and Bureaucratic Reform Minister Abdullah Azwar Anas said state civil apparatus (ASN) and TNI (National Armed Forces) and Polri (National Police) personnel can fill positions each other’s institutions, per CNN Indonesia, Friday (14/3).
“This has been regulated several years ago. What is new now is the reciprocal aspect, where ASN can fill the positions at TNI/Polri, which we think is very good,” said Anas.
This means that ASN at certain level can occupy certain positions when they are requested based on the needs of the TNI/Polri organization.
Nevertheless, Anas said the provision contained in Government Regulation (PP) 11/2017 on management of civil servants is still being finalized, going through discussions with various parties, including experts, academics and lawmakers.
In a working meeting with the House Committee II on Wednesday (13/3), Anas said there are at least six main aspects regarding the regulation.
First, the positions that can be filled by the TNI/Polri are only for certain civil service roles, and central agencies at the national level. Second, the status of TNI and Polri personnel will not change to ASN.

Third, positions in civilian agencies are only open to TNI and Polri personnel with high educational qualifications, competency, rank, training, track record/relevant job experience, good health, individuals with high integrity and other requirements.
Fourth, the rank is at least equivalent to the level of the ASN position and requires ministerial approval and whose age does not exceed one year below mandatory retirement age. Fifth, the process is carried out through a talent management system/mechanism. (un)
