Jakarta, IO – The SETARA Institute published its 2023 Tolerant City Index (IKT) report on Tuesday (30/1). The West Kalimantan city of Singkawang was named the most tolerant city in Indonesia.
In the survey of 94 cities. Singkawang received the score of 6,500, per CNN Indonesia, Wednesday (31/1). This was followed by Bekasi in the second place with the score of 6,460, Salatiga (6,450), Manado (6,400), Semarang (6,230), Magelang (6,220), Kediri (6,073), Sukabumi (5,997), Kupang (5,953) and Surakarta (5,800) in the top 10.
On the other hand, the West Java city of Depok scored the lowest (4,010). To get the results, SETARA uses four variables with eight indicators. The first is city government regulations related to development plans in the form of bylaws and non-discriminatory policies.
Second, social regulation, which measures incidents of intolerance and the dynamics of civil society regarding tolerance. Third, government action based on the statements by key officials regarding tolerance and concrete actions related to promotion of tolerance.

Fourth, socio-religious demographics which measures the religious heterogeneity of the population and socio-religious inclusion.
SETARA also collected official data from the city governments, Statistics Indonesia (BPS), National Commission on Violence Against Women (Komnas Perempuan), SETARA Institute, and media reports. (un)
