On territorial management, Perpres 41 outlines four strategies. First, increasing the effectiveness of activities in the defense area by taking into account other uses of space. Second, controlling environmental impacts in military training areas. Third, dynamic implementation of defense and security. Fourth, increasing the capacity, effectiveness, and scope of defense and security management in the waters.
In addition, Article 13(3c) lists three strategies to improve infrastructure and facilities for state defense and security. First, to develop border security posts according to regional characteristics and potential vulnerabilities. Second, placement of shipping navigational aids as necessary to ensure the safety of passing vessels. Third, to develop a surveillance system against activities that threaten and disrupt national defense and stability.
The regulation also stipulates the establishment of marine conservation zones, promotion of local economy and tourism, as well as designation of boundaries in the Natuna and North Natuna waters. (un)
