Draft Laws must reflect the people’s aspirations

IO, Jakarta – When formulating Draft Laws (Rancangan Undang Undang – “RUU”), the people’s representatives in the Parliament must be able to abide by and express the people’s aspirations. National Awakening Party (Partai Kebangkitan Bangsa – “PKB”) Faction Legislator Ibnu Multazam seeks to acknowledge this need by collecting and reviewing the people’s aspirations. “We keep on seeking input that would enable us to organize the 2020-2024 National Legislation Program (Program Legislasi Nasional – “Prolegnas”) and the 2020 Priority on the draft Laws, in order to ensure that all RUUs validated into Laws perpetually reflect the people’s legal needs,” he said as the head of the Specific Visit Team of the House of Representatives (Dewan Perwakilan Rakyat – “DPR”)’s Legislative Council (Badan Legislatif – “Baleg”) with the Regional Government of the Special Region of Yogyakarta, the Regional House of Representatives (Dewan Perwakilan Rakyat Daerah – “DPRD”) of Yogyakarta, community organizations, academicians, NGOs, and community figures at Gedhong Pracimasana, Prime Ministerial Complex, Yogyakarta, on Thursday (21/11/2019). 

The Baleg Visiting Team includes Baleg of DPR RI Chairman Supratman Andi Agtas; Baleg Vice Chairman Willy Aditya; and the following Baleg members: Vita Ervina and Abidin Fikri (Indonesian Democratic Party of Struggle (Partai Demokrasi Indonesia Perjuangan – “PDIP”) Faction), Gandung Pardiman and Alien Mus (Functional Group (Golongan Karya – “Golkar”) Party Faction), Taufik Basari (National Democrat (Nasdem) Party Faction), Farida Hidayat (PKB Faction), Bambangn Purwanto (Democrat Party Faction), KH Bukhori (Prosperous Justice Party (Partai Keadilan Sejahtera – “PKS”) Faction), and Yandri Susanto (National Mandate Party (Partai Amanat Nasional – “PAN”) Faction). 

Ibnu stated that Baleg is open to input from the people, whether they visit in person, become invited to DPR RI, or submit their opinions indirectly by mail. With this visit, Baleg requests input for the Omnibus Law as has been announced by President of RI Joko Widodo. “Omnibus Law” is a Law created for regulating the major issues in a country. It is meant to streamline the number of regulations and simplify them in order to become more effective. 

Ibnu reported that the overall achievement of the 2015-2019 medium-term Prolegnas is 189 RUUs. Every year, a number of Priority RUUs are instituted: 37 RUUs in 2015, 40 RUUs in 2016, 52 RUUs in 2017, 50 RUUs in 2018, and so far, 55 RUUs in 2019. At the event, Vice Governor of Yogyakarta Prince Paku Alam stated that the acknowledgment of aspirations from all citizenry when formulating the 2020-2024 national legislation is essential. Therefore, any direct input from the people must be followed up on and formulated into laws, rules, and regulations, according to the level of need and urgency. “We truly hope that the meeting between the Baleg and the Regional Government of Yogya, academicians, NGOs, and community figures will garner sufficient input. Naturally, we all hope that the input from the people and the Regional Government of Yogyakarta will be discussed in DPR meetings,” he said. (Dan)
