Indonesia led negotiations on the draft of the resolution for six weeks, from October to November 2023 at the UN headquarters. The negotiations agreed on a final draft consisting of 38 paragraphs to encourage UN member countries to support the development of the creative economy sector in a number of ways.

Some of the aspects include strengthening data as well as increasing research and developing assets in the form of talent, education and training, increasing access to health financing and social protection and matters relating to the use of intellectual property and digital technology, including artificial intelligence (AI).

In addition, the resolution advises the UN to regularly discuss creative economy issues by increasing support for capacity acceleration and preparing regular guidelines and publications.
