Jokowi signs regulation on publishers’ rights to support quality journalism

Jakarta, IO – President Joko “Jokowi” Widodo signed the presidential regulation (Perpres) on publishers’ rights which consists of six chapters and 19 articles.

The regulation was enacted to support quality journalism. Chapter I stipulates general provisions where digital platform companies such as Google, Facebook and X, are responsible for maintaining a healthy news business ecosystem, as well as supporting quality journalism, per Katadata, Wed (21/2).

Chapter II prescribes that digital platform companies are determined based on service presence in Indonesia. They are expected to support quality journalism in a number of ways, one being collaborating with publishing companies that have been verified by the Press Council, in four ways, namely, paid licenses, profit sharing or other forms agreed upon by both.

Chapter III details ways to resolve disputes between digital platform companies and the press, namely that both parties submit legal action outside the general court, which is carried out in accordance with applicable regulatory provisions.

Chapter IV spells out the formation of committees determined by the Press Council. Some of the duties and functions of this committee are ensuring the fulfillment of company obligations,  digital platform oversight, and provide facilitation in fulfilling the obligations of digital platforms.

Chapter V is about funding that comes from press organizations and companies, assistance from the state and/or others in accordance with statutory provisions. The regulation will take effect six months after it is gazetted. (un)
