PANRB Minister: ASN appointment to the new capital is incontestable

IO – Administrative and Bureaucratic Reform (PANRB) Minister Tjahjo Kumolo highlighted that any state civil apparatus (ASEAN – civil servant) ordered to transfer to the new capital must be prepared to mov and must not make any objection, because the decision is incontestable. 

“ASNs are not allowed to request a transfer to any region because they don’t want to move to the new capital. It hasn’t been decided yet how many personnel from the central ministries/institutions will be relocated. But once the decision is made, it must be implemented,” declared Tjahjo, Tuesday (3/1/2022). 

Tjahjo explained that PANRB Ministry is currently finalizing the scenario of transferring ASN to the new capital, “Nusantara.” The ministry is still in discussions with other ministries/institutions prioritized to move to the new capital. 

“Together with the National Development Planning Ministry/ National Development Planning Agency (BAPPENAS), the Finance Ministry and other related agencies, we are having one-on-one communication with the ministries/agencies included in priority cluster I to move to the new capital by 2024, he confirmed. 

Following the discussion, PANRB Ministry will determine the ASNs who will move to the new capital. Those ASNs must be able to adapt to the Nusantara concept as a smart, green and sustainable city. Tjahjo said the ASNs also need to have the intellect and technological ability and knowledge. 

Several criteria, alternatives and obligations will be set for the ASN transfer decision to the new capital. Therefore, this process should not cause any concern. “Some measures are being prepared, such as business process simplification, digital ecosystem development as a multi-sector transformation strategy, strengthening coordination and structuring ASN management,” he explained. 

Deputy for HR Apparatus of the PANRB Ministry Alex Denni explained that the ASN transfer scenario is more than a matter of numbers, but also involves the relocation of families, additional allowances and infrastructure readiness of residences and facilities for civil servants. “These matters need to be discussed and synchronized with institutions related to the ASN transfer,” he said. 

Alex added that PANRB Ministry is drafting regulations on allowances for ASN who will be transferred to the new capital. As of this writing, the amount has not been decided. “It depends on how much is needed to live there. It can be in the form of transportation (allowances). In the corporations, for example, there are living cost allowances, special allowances for certain regions, and so on. But the title and amount are yet to be disclosed,” he said. 

Indonesia’s new capital is envisioned to be a global city for all, and a symbol of the nation’s modern and international identity. It will be built and managed as the most sustainable city in the world and a driver of Indonesia’s economy in the future. 

With this vision, the institutional and governance concepts in the new capital are based on smart governance, resulting in efficient, effective and collaborative governance. 

Thus, the PANRB Ministry and other related institutions are conducting intensive discussions on business process simplification, developing a multi-sector digital ecosystem, strengthening institutional coordination and networks and structuring ASN management, through competency development and welfare fulfillment. 

Government offices in the new capital will be built with the concept of shared offices that prioritize physical and digital connectivity, and flexible working arrangements that promote a more informal, interactive, casual working style and are not limited by office spaces. It will also implement an ICT-based hybrid work system. Thus, it is pivotal to encourage the implementation of a comprehensive electronic-based government system. (eka)
