Herzaky suspects deliberate, structured and systematic efforts by elements of the administration, through policies, actions, and connivance behind this phenomenon.

“If member of the public has a different opinion and they are ‘visited’ by the authorities, how can the public dare to express their opinion?” he said.

“If you have a critical voice on social media, suddenly your social media account is attacked by buzzers, how can people express themselves freely? The government needs to instropect!” continued Herzaky.

He also demanded that the government fulfils its promise to revise Law 19/2016 on Electronic Information and Transactions (UU ITE). According to IPI survey, respondents are wary to express their opinion because they are afraid of falling foul of UU ITE. (un)
