This case began in May 2015, at that time Irfan and Lorenzo Pariani who was an AW employee, met Mohammad Syafei, who at that time served as Assistant for Planning and Budgeting at the Indonesian Air Force headquarters in Cilangkap, East Jakarta. During the meeting, the procurement of the AW-101 VIP/VVIP helicopter was discussed.

“Irfan as one of the AW agents offered a quotation of US$56.4 million for 1 unit of AW-101 helicopter to Syafei. But in the end the agreed price was US$39.3 million or equal Rp514.5 billion at that time,” said Firli.

The procurement of the AW-101 helicopters took place with a contract value of Rp738.9 billion using a special tender where only two companies took part. During the tender process, the KPK suspected that the tender committee deliberately involved Irfan to calculate the owner’s estimate price (HPS).

“IKS is also suspected of being very active in communicating and discussing with FA (Fachri Adamy) as the commitment maker (PPK),” said Firli.
