BPN reports suspicion of electoral fraud to Elections Monitoring Agency Civil Servants in 23 provinces mobilized to support incumbent

IO, Jakarta – The Committee to Elect Prabowo Subianto-Sandiaga Uno (Badan Pemenangan Nasional Prabowo Subianto-Sandiaga Uno – “BPN Prabowo-Sandi”) visited the offices of the Republic of Indonesia’s Election Monitoring Agency (Badan Pengawas Pemilu – “Bawaslu RI”). This time, BPN reported a suspicion of fraud in the 2019 Presidential Elections. The submission of the Report was led by the Chairman of BPN Prabowo-Sandi, Djoko Santoso (“Djoksan”), accompanied by the Chairman of BPN’s Legal and Advocacy Bureau, Sufmi Dasco, and a Legislative Candidate for the Republic of Indonesia’s People Representative Council (Dewan Perwakilan Rakyat Republik Indonesia – “DPR RI”) from the National Mandate Party (Partai Amanat Nasional – “PAN”), Ahmad Hanafi Rais, on Friday (10/05/2019) afternoon.

Djoksan stated that he went to Bawaslu to deliver a message from the Prabowo-Sandi’s supporters and volunteers in the region. “We have been collecting reports from the regions, so we are forwarding them. That’s it,” he said. He further stated that this report is different from the previous reports submitted by Presidential Candidate 02’s supporters. “This is entirely different. There are many issues – let’s just process this slowly,” he stated.

Ahmad Hanafi Rais confirms that BPN’s new report is related to suspicion of structured, systematic, and massive (terstruktur, sistematis, dan massif – “TSM”) fraud. “This is our first report relating to TSM violations. There will be another wave of TSM fraud in terms of State Civil Servants (Aparatur Sipil Negara – “ASN”) mobilization,” he said.

Hanafi claimed to have discovered the involvement of ASNs in 23 provinces during the Election. He claimed that in fact, this involvement is orchestrated by one of Jokowi’s ministers. “We found TSM violations performed by either, and especially, Regional Heads or ASN, in 23 out of 34 provinces. This is more than 50%, so naturally we want Bawaslu to act objectively, honestly, and fairly. There are strong indications of request not to act neutrally from a minister, as well as from many Regional Heads, that remain unprocessed,” he said.

BPN has high expectations of these new reports for suspicion of violations.  Hanafi expects that Bawaslu as an electoral organizer can really act fairly and honestly. “There is nothing that all Indonesian citizens want more than Bawaslu’s honesty and fairness.  As long as justice prevails, Insha Allah (God willing), we will have peace,” he said.

Sufmi Dasco Ahmad stated that the reports have been made four times, each time with findings and evidence attached. Bawaslu is stated to have processed the complaint. Furthermore, Dasco stated that BPN has prepared a further 4 reports to be forwarded to Bawaslu. Dasco reiterates that the investigation on the suspicion of electoral fraud will be performed according to the law. “We are from BPN after all. Pak Prabowo told us that we need to use constitutional channels – we will make use of any legal loophole. It is absolutely false that Presidential Candidate 02 suggests the use of people power. This report is not the only one – we still have 4 more reports for Bawaslu to follow up on.”

Dasco stated that BPN is submitting five reports to Bawaslu individually. The report submitted today, guarded by hundreds of supporters, contains only one subject matter: the involvement of ASN in the effort to secure Jokowi-Ma’ruf’s victory. “We are submitting five reports, but only one is being submitted today. It is related to structured, systematic, and massive administrative violation that basically uses ASN to drive the victory of a certain Presidential Candidate,” he said.

The following is the summary of BPN’s five reports to Bawaslu, as stated by BPN Prabowo-Sandi’s Spokesman Ferry Juliantono at the Prabowo-Sandi Media Center on Thursday (09/05/2019).

1.    Report of TSM opinion directing by KPU as electoral organizer for the interests of Presidential Candidate 01.

2.    Report of involvement of State Civil Servants for the victory of Presidential Candidate 01.

3.    Report of TSM fraud relating to C1 Forms misused for the victory of Presidential Candidate 01.

4.    Report of TSM fraud relating to the execution of Elections abroad perpetrated to ensure the victory of Presidential Candidate 01.

5.    Report of TSM conditioning of logistics as a medium of fraud to secure the victory of Presidential Candidate 01.

After BPN submitted its report to Bawaslu, three supporter groups visited Bawaslu: the Aliansi Aksi Lawan Pemilu Curang (Alliance of Action Against Fraudulent Elections), a group of  Ulemas with their followers, and the Union of the People’s Elements for Truth and Justice (Gabungan Elemen Rakyat untuk Keadilan dan Kebenaran – “Gerak”) with Kivlan Zen, who submitted reports of suspicion of electoral fraud. The National Move to Guard Fatwa (religious decree from council of ulemas) (Gerakan Nasional Pengawal Fatwa – “GNPF”) Chairman, the ulema Yusuf Martak, requested that Bawaslu follow up on the findings. “We hope that Bawaslu, KPU, and the authorities prove that the 2019 Presidential Elections was truly honest and fair. The ummah would not be restless, anxious, and angry when the truth is exposed. We hope that Bawaslu would be open to verifying the findings and doing the manual count with BPN-TKN in order to generate a fair leader after the Elections are over. This is important,” he said.

Member of Shuro Council of the Islamic Defender Front (Front Pembela Islam – “FPI) Muchsin bin Ahmad Al-Attas similarly stated that the protest to be held at Bawaslu is part of the effort to guard BPN’s complaint. “We are only guarding the report submitted by Presidential Candidate 02 and the demand to disqualify Jokowi due to the high number of frauds,” Muchsin said.

Meanwhile, Bawaslu is following up on the report of electoral fraud submitted by BPN Prabowo-Sandi. Bawaslu will be holding a plenary meeting that very night to discuss the report.  “I cannot go ahead of things, because the files are still downstairs. We will review them and hold a plenary meeting tonight to see whether the requirements are satisfied or not,” said Bawaslu Commissioner Fritz Edward Siregar at Bawaslu’s Office in Jalan MH Thamrin, Central Jakarta.

Fritz stated that he and his team will check the completion of the documents in BPN’s report. If the documentary requirement is not yet satisfied, Bawaslu will request BPN to cover the insufficien­cy. ”A report, whether for criminal or administrative violations, will be returned to the reporting party to be completed if there is any insufficient requirement,” he said.
